Diesel Engine Registration Program

In accordance with the California Air Resources Board (CARB) Airborne Toxic Control Measure (ATCM) for Stationary Compression Ignition Engines (Title 17 CCR, §93115), the Feather River Air Quality Management District (FRAQMD) established a registration program requiring stationary and portable agricultural diesel engines greater than or equal to 50 horsepower to be registered with the District. This rule mainly applies to water pumps, generator sets, and compressors. These engines may be required to be phased out or equipped with Diesel Particulate Filters (DPFs) at a later date.

Please note that the rule does not apply to engines that provide motive power to equipment (e.g. tractors, spray rigs, backhoes, loaders, excavators, etc.) or Agricultural Wind Machines.

Initial Rule Development

Rule 4.16 was adopted on October 1, 2007.

Public Notices were sent out and Workshops were held both prior to and after rule adoption to educate the public about the regulation.

Pursuant to State Law, all owners of diesel engines subject to this Rule were required to submit the necessary applications by March 1, 2008.

All newly purchased engines MUST also be registered with the Air District.

Please note that any engines found in the fields without an associated registration are in violation of both state law and District Regulations and may be subject to monetary penalties.

A complete application includes the Cover Sheet, a supplemental engine form for each engine being registered, and the associated registration fees. Incomplete applications may be denied.

Rule 4.16 Amendments

In 2011, the California Air Resources Board provided guidance to each Air District on incorporating additional extensions into the registration rule. On October 3, 2011, FRAQMD amended Rule 4.16 to allow for two additional extensions: "Low-use" & "Intermittent-use." For more information on the extensions, please check out the information below.
