Woodstove and Fireplace Insert Grants

The Woodsmoke Reduction Program is now open!

The Woodsmoke Reduction Program (Program) is part of California Climate Investments, a statewide program that puts cap-and-trade dollars to work reducing greenhouse gas emissions, strengthening the economy, and improving public health and the environment—particularly in disadvantaged communities.  The Program is designed to help households replace older wood stoves,  inserts, or fireplaces used as a primary source of heat with a cleaner burning and more efficient device.

 Devices located within disadvantaged communities or low-income communities or low income residents map qualify for an Enhanced Voucher, covering up to $7,000 for a new pellet, wood-burning, propane, natural gas, or electric stove devices or $12,000 for new electric heat pump. Low income residents living outside the Low Income or Disadvantaged Community areas must show proof of enrollment in a low-income assistance program (WIC, LIHEAP, CARE) or have a household income at or below 80 percent of the statewide median household income. Contact the District for current income eligibility limits due to varying thresholds based on household size.

All residents are eligible for the Standard Voucher of $2,500 towards the purchase and installation of a new EPA certified pellet stove device, wood-burning devices,  or electric stove device or $7,000 for a new electric heat pump. Please be aware that the standard voucher amount will not cover the entire cost of the new device, installation, required permits, and any code upgrades that may be required. 

Now more devices are eligible! The new device eligible to be installed depends on the existing device being removed from service:

  1. Non-certified & EPA Phase I wood stoves / inserts (older than July 1990) and open-hearth fireplaces can be replaced with a new wood stove / insert, pellet stove / insert, gas or propane stove / insert, electric stove / insert, or electric heat pump.
  2. EPA Certified Phase II wood stoves / inserts (manufactured after July 1990) that are at least 15 years old and have damage to emission control equipment (such as the catalyst, air tubes, etc.) documented in an inspection completed by a professional service provider (such as a chimney sweep or stove repair technician) can be replaced with a new wood stove / insert, pellet stove / insert, gas or propane stove / insert, electric stove / insert, or electric heat pump.
  3. EPA Certified Phase II and later wood stoves / inserts that are at least 10 years old can be replaced with a new pellet stove / insert, gas or propane stove / insert, electric stove / insert, or electric heat pump. New wood stoves / inserts are not eligible for this category.
  4. Non-certified pellet stoves (manufactured before 2015) that are at least 15 years old can be replaced with a new pellet stove / insert, gas or propane stove / insert, electric stove / insert, or electric heat pump. New wood stoves / inserts are not eligible for this category.

Other important program information:

Once you receive a voucher, you must make a commitment to purchase a new device from a participating retailer within 4 weeks. The new device must be installed by a participating retailer and meet local fire and building codes; do-it-yourself installations are NOT allowed under this program.  

This program is not a rebate program.  If you buy the device without receiving a voucher first, then the device is not eligible for the program.

Open hearth fireplaces are eligible for the Program if the fireplace is used as a primary source of heat.  An additional photo of your firewood pile is required with your application package.
